This is the first option to choose when running PROCFG.EXE. A second menu
will be displayed with the following items:

     * Paths
     * New Users
     * Security
     * Yelling
     * System Options
     * File Transfer
     * Display Options
     * Site Info
     * QWK Options
     * File List Format
